Budapest, which had once been the administrative center of a great state, was now suddenly the capital of a small country, and therefore could not utilize tne large number of civil servants already living there. In addition, the numerous Hungarian civil servants living in former AustroHungarian territories were forced to return to Hungary after the signing of the Treaty of Trianon. Faced with this plethora of civil servants and determined to counter with a strengthened petty nobility, Horthy created a new order of knights, the Order of Heroes, with himself as the head.

The workers were further burdened with compulsory attendance at numerous party meetings. Here the party officials would describe the supposed rising standard of living and would discuss other party matters. Until I956, every worker was also obliged to contribute to various "peace loans" for which a month's wages was considered the typical contribution. Only through frequent changes of jobs and chronic absenteeism could the worker express his dissatisfaction with the working conditions. The government responded by subjecting violators of work-discipline to punishment.

Since members of other nationalities have been assimilated into the Magyars during the past moo years, the term "Magyar" is used in this study only when differentiating that part of the population of Greater Hungary which identifies with the Magyar language and culture from the various minority groups who have settled in Hungary but identify with other languages and cultures. In other instances, all people who identify with the Magyar language and culture are designate as "Hungarian," regardless of their origins.
